Boston Town Board holds organizational meeting

Twenty-seven items were included on the list of new business for the Boston Town Board when the board met for the first time in 2013 on Wednesday, Jan. 2.
Headlining the items were three resolutions that were unanimously passed by the board members.
The first was resolution 2013-01, which included 11 procurement policies to be adopted by the Town of Boston. These 11 polices, noted as “guidelines” in the resolution, outlined the proper means by which the town would acquire any purchases of supplies, equipment or public work contracts. The policy is open to review annually or “as soon thereafter as is reasonably practicable.” Eleven officials were given responsibility for purchasing, including Supervisor Martin Ballowe, Court Clerk Wendy Kummer, Assessor Jeneen McSkimming, Code Enforcement Officer William Ferguson, Highway Superintendent and Parks Superintendent Robert Telaak, the recreation director, Secretary Thelma Fauling, Town Clerk Jennifer Mule, Deputy Town Clerk Elizabeth Martin, Town Attorney Michael Kobiolka, Cobble Hill Cemetery Liaison Jacob Karb, Dog Control Officer Joseph Weber, Nutrition Site Coordinator Theresa Horschel and Town Historian Keith Kaszubik.
Resolution 2013-02, the second resolution passed that night, resolved “that the schedule of fees for the Town of Boston . . . be adopted and to continue thereafter unless otherwise amended.” In addition, it was agreed that the schedule proposed would supersede the schedule that was already in place “to the extent that it expressly alters the same.”
The third and final resolution, resolution 2013-03, regarded the New York State municipal workers’ compensation alliance plan. Since Boston “is eligible for membership in the plan” and the town concluded, upon investigation, that it would benefit from the plan, the board members agreed to become members of said plan. Ballowe was “authorized and instructed to execute the plan’s charter document on behalf of the town of Boston.”
In other board matters:
• Mule, having served as full-time clerk on an interim basis after the resignation of David Shenk, Mule’s predecessor, took effect at the end of last February, was sworn in as the official town clerk of Boston after being elected to the office this past November, running unopposed. She will finish out the final three years of a four-year term.
• The board held a public hearing “for the purpose of considering entering into a contract with the Boston Emergency Squad, Inc. for the purpose of furnishing ambulance service in the amount of $37,000 for the calendar year 2013.
• The board made several appointments to ring in the new year. Mule appointed two deputy clerks, Sandra Quinlan (part-time) and Elizabeth Martin (full-time). Ballowe made four appointments: Councilman Jeff Genzel as deputy town supervisor, Marie Kreuder as a part-time assistant to the supervisor, Kathleen Selby as bookkeeper/budget director and Kaszubik as town historian. In addition, 23 other appointments were made: Kelly Vacco as deputy town attorney/prosecutor, Ferguson as code enforcement officer, Weber as dog control officer, Karen Miller as clerk, John Sibenik and Daniel Mule as court officers, Elizabeth Weitzel as clerk, McSkimming as assessor, Suzanna Fitzner as assessment clerk, Faulring as secretary to boards/committees, Horschel as nutrition program director, Lori Valentine and Sharon Bulger as assistant nutrition directors, Leo Jenson as town hall laborer, Joyce Carr as marriage officer, Karb as Cobblehill Cemetery liaison, William Sodja as town hall cleaner, Jennifer Mule as registrar of vital statistics, Martin as sub registrar of vital statistics, Telaak as parks superintendent, Richard Brox as town planner and James Hannon as town engineer.
The board will reconvene on Wednesday, Jan. 16, at 7:30 p.m. That meeting will be held at the Boston Town Hall, located at 8500 Boston State Road in Boston.
